It's because they have a low self esteem because of society. I use to have push up bras too until I learnt to appreaciate what I had (and I feel less fake now) :).
Anyway I see this happen especially with the young girls and it comes as no supprise. See society sends young teens the message that you have to have big boobs, big this, big that but it's wrong. Society is way too centered on on sex nowadays. I say beauty should come in all shapes and sizes.
I also think that girls who do that are more likely to get attention from 'players'. I say if a guy really likes you he should like you for who you are!

Q. Taping your boobs to wear a slinky dress and not pop out? okay, i know that to wear a lot of those slinky evening gowns miss america contestants and movie stars alike have resorted to "taping" there...um...boobs. i have something i need to wear that may require this.
i have searched all over the internet and have not found a thing.
those stick on bras don't work for me because of my particular size.
so does one put double stick tape to hold the dress down and closed so nothing pops out or does one tape their breasts so the tape acts sort of as a bra. that would explain the "fake boob" look that women with natural breasts sometimes have when they are shown wearing a slinky dress.
so besides trying to befriend a beauty contest contestant, can anyone tell me how i do this, what kind of tape to use or point me to a site?
maybe this is sort of an unspoken beauty trick that no woman publishes and is only word of mouth lol

No you do not. You are average for your age. You do not need to worry about that. They will grow in a couple years most likely. If it happens when you have that bathing suit on its because it is skin tight so if you want to show it off get more form fitting shirts. Though make sure you look sophisicated and not slutty or anything like that because some shirts can make you look like that. You still be conservative with your shirts, yet have form fitting shirts.
