Q. How to reset the ink level on my hp deskjet f4280 printer? it said that i didn't have any ink left in the printer. but usually when i fill up the ink cartridges it will still print, even when it says i don't have any left. but now it's not printing anything, even after i filled up the cartridges. what am i doing wrong? or is it my printer / computer?

It doesn't matter. This comes right off of pg 72 of the user manual:
Note: Ink level warnings and indicators provide estimates for planning purposes only. When you receive a low-ink warning message, consider having a replacement cartridge available to avoid possible printing delays. You do not need to replace the print cartridges until print quality becomes unacceptable.

Below are the steps in resetting the ink level...
Remove both black and color cartridges from your printer. Turn the printer on and off 5 times. In between the on and off allow twenty seconds for the machine to power down completely. When turning the printer on allow it to go through normal start up so that it realizes there are no cartridges.

You cannot reset the ink levels on these printers.
However, because this is a combination cartridge/printhead, you can safely print even when it says out of ink.
If it was a printer with built-in printheads, the printer would block you from printing when it's out of ink, to protect the IDS (Ink Delivery System).
The printer keeps track of how many times the nozzles are fired on the cartridge, which gives you the estimated ink level reading. It cannot actually "read" how much ink is in it. Once they have fired a certain amount of times, the cartridge would typically be empty, and therefore it shows you the "out of ink" message.
However, if there is ink in the cartridge, you can still print.
