I doubt the website you posted is official. I see you need to join to get a lot of the information, a government site would not require that. There is no trademark on the word "police", anyone can use it.

Bidding usually starts at around $500.
And there are several thousand people just like you, wanting to buy a car for that cheap.
So basically no car sells for that low. Actual going prices, aren't very far from what you'd pay at a normal auction.

If you are talking about vehicles seized from drug dealers, you can forget about it. The best vehicles go into service with the undercover cops. The ones that the cops don't want to use are usually traded to local car lots or they are auctioned with surplus properties. If you start looking a the web sites for cities in you area you will probably find an auction site that handles sales of surplus property. Don't expect any bargains.

Any of the shop quality brands will be good stay away from anything sold at Walmart and other department stores. Trek, Giant, Jamis, Fuji, Specialized, Raleigh, Gary Fisher, and Kona are good stay away from the rest.
