Did you skip the part of the advertisements where it says "Auctions START at $500" or whatever amount they've choice.
Vehicles at police auctions go for barely less than what you would pay for them anyway, from a private seller.
So, what happens, is a whole bunch of people like you go there, hoping to get a cheap car. Then everyone bids, thinking they're getting a good deal...and then they end up paying a lot anyway, on some car that's sat in an impound lot for a year, and while it's been cleaned up....it's still a crappy car.
Have fun, if that's what you really want to do.

British Car Auctions take a lot of ex-police cars for auction but beware, police cars have a very hard life and most are on the road almost 24/7. Although they tend to look in good order, and are of course road-legal, the interiors are basic and well worn.
Apart from the specialist vehicles ie. high performance traffic cars, they are usually serviced in-house and until recently, the oil used was Castrol Constab special, a poor quality, cheap lubricant specifically supplied for the police.
Contrary to common belief, no UK police cars are mechanically modified or performance enhanced from standard, in fact many are downgraded from standard, such as the Volvo T5's which were supplied without sunroofs!
